In June 2025, India’s Ministry of Agriculture and Farmers’ Welfare introduced the Insecticides (First Amendment) Rules, 2025. These changes overhaul how insecticides are packaged and labelled, aiming to increase safety, transparency, and traceability across the agricultural supply chain.
1. Revised Packaging Sizes
Insecticide products are now categorised based on net content:
- Ultra-small: 1–50 g/ml
- Small: 51–250 g/ml
- Big: Over 250 g/ml
Each category demands a specific label format with clearly defined content areas.
2. Bilingual (and Regional) Labels
Labels must be printed in Hindi and English, with additional regional languages required for larger packs sold across states.
3. Mandatory Safety and Usage Instructions
All labels must prominently display: read-before-use instructions, crop-specific usage, dosage, toxicity symptoms, antidote information, re-entry intervals, disposal guidance, manufacturer details, batch number, dates, net content, and MRP.
4. QR Codes for Traceability
Each pack now needs a QR code linking to a digital repository containing batch and manufacturing details, expiry dates, product leaflets, and safety instructions. This makes it easier for farmers to verify product authenticity.
5. Requirements for Secondary Packaging
For smaller packs (up to 250 g/ml), where label space is limited, secondary packaging or enclosed leaflets are mandatory to include full product details. Ultra-small packs require secondary packs carrying all label information unless the pack itself meets the full criteria.
6. Transition Timeline
Manufacturers have 6 months to update product labels. After 30 months, any non-compliant products will be banned from sale, stocking, or distribution.
